Description of General Responsibilities

Provides guidance and assistance in Employee Relations, HR Compliance, and other HR matters. Counsels and interprets personnel policies for supervisors, managers and employees.
Advise management, administrators and employees on human resources issues regarding employee relations with applicable state and federal laws. Advise grievance participants accurately and timely.
Ensures personnel policies are applied and explained in a clear, accurate and professional manner. Ensures options given are in compliance with policies, procedures and law and results are consistent with similar actions taken.
Ensures that HR policies, programs and services are coordinated within HR and university offices (i.e., employment, benefits, General Counsel, Assurance Serv, etc.). Serves as an HR Compliance Analyst. Coordinates HR ARMICS process and complete departmental audits.

Monitor updates in state and federal regulations impacting the University’s Human Resources functions. Review key state legislative bills to assess potential impact on the University’s Human Resources functions and make recommendations for amendments.

Required Qualifications

Graduation from accredited college or university with a bachelor’s degree in business administration and management, public adminsitration, human resources or related field or combination of college and related experience required.
Considerable experience working in compliance-related areas of a large higher education institution, governmental entity, or comparable organization; Significant Human Resources Management, Employee Relations and HR Compliance experience required.
Extensive experience with state and federal compliance, policy analysis and program management; Considerable knowledge of Federal and State of Virginia policies, procedures and practices including Human Resources, EEO law and the State Employee Grievance Procedure.
Excellent written/verbal communication skills with ability to communicate effectively.
Ability to analyze data and resolve problems.
Ability to interpret and explain HR policies and procedures.
Ability to supervise and train others.
Ability to develop applicable procedures, policies, etc.
Ability to use Microsoft Office, office automation, word processing, presentation and spreadsheet software.

Preferred Qualifications

Masters Degree, HR certification and significant Human Resource experience highly preferred.
