Position Summary and Qualifications

Mission or Goal of Unit

The mission of the Partnership for People with Disabilities is to partner with communities to support, respect, and include individuals with disabilities and their families. The Partnership works with others to increase choices for individuals, change systems, improve services, and affect public policy. The organization prepares personnel concerned with developmental disabilities, provides technical assistance, conducts research, disseminates information, and engages in advocacy and prevention activities.

Chief purpose of this position in support of above mission or goal

The Early Intervention Professional Development Consultant is responsible for developing and providing professional development (resources, e-learning and face-to-face training) related to Early Intervention (Part C) of the Individuals with Disabilities Education Act for statewide providers. This position also provides leadership for local, state, and federal organizations and committees to support and promote professional development. The Early Intervention Professional Development Consultant will also work closely with project staff, key stakeholders, and funders to ensure successful completion of contract deliverables.

Position Responsibilities

To collaborate with project staff to design, coordinate and implement a broad-based professional development initiative for early intervention providers and administrators in Virginia:

•Write, edit, and implement extensive curricula and web-based learning design using effective adult-learning practices and effective e-Learning skills.
•Work closely and collaboratively with project staff and funders to meet project deliverables.
•Provide on-site support (as needed) for training events that demonstrate quality adult learning practices; includes oversight of training space arrangement, registration, logistics, and post-training initiatives.
•Coordinate and conduct online learning initiatives including webinars, teleconferences, and other distance learning technologies. Specific responsibilities include planning and designing content/format and coordinating with content specialists.
•Determine priority needs and develop materials/curricula to address identified needs.
•Facilitate and provide information and technical assistance to early intervention and early childhood providers in Virginia.
•Collaborate with project evaluation staff on delegated tasks to develop, implement, and use evaluation results for project planning and activities.
•Establish and maintain effective working relationships with statewide and national professional development providers and key stakeholders.
•Provide leadership on some project deliverables.
•Provide leadership and coordination of meetings as assigned. This includes maintaining a current membership list, overseeing scheduling and arrangements for meetings, development of the agenda in cooperation with the committee co-chairs, preparation of appropriate materials and any pertinent follow-up to these meetings including minutes.
•Demonstrate flexibility and adaptation in response to project needs and priorities.
•Embrace and adapt to ever-changing technology
•Additional duties as assigned, including contributing to grant writing activities.

Required Qualifications

1.Master’s degree in education, eLearning (or similar specialty), adult learning, early childhood education, early childhood special education, social work, nursing, speech-language pathology, physical therapy, occupational therapy or infant/early childhood mental health, or related field.
2.Knowledge of the Individuals with Disabilities Education Act, Part C.
3.Extensive experience (minimum of 3 years experience) in early intervention services for infants and toddlers with disabilities.
4.Experience facilitating collaborative work with other agencies and providers.
5.Ability to communicate effectively (orally and in writing).
6.Experience in providing professional development, consultation and technical assistance that reflect adult learning practices. .
7.Ability to manage multiple tasks, to prioritize work to meet deadlines, to track project deliverables and expenditures, and to report activities to funding agencies.
8.Proficient in use of spreadsheet and word processing applications and presentation software.
9.Self-initiation with the ability to work independently with minimal supervision.
10.Ability to travel in the state and infrequent travel out-of state.
11.Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a faculty member at VCU.
12.Must be able to travel frequently throughout the state (VA)to participate in grant activities as well as some out of state travel. Travel expenses will only be reimbursed from VCU or a more economical departure location)

Preferred Qualifications

•Recent early intervention experience
•Demonstrated experience using effective eLearning, such as webinars, online modules, etc., and adult learning practices in the design and execution of professional development activities.
