Position Summary and Qualifications

Mission or Goal of Unit

The mission of the Partnership for People with Disabilities is to partner with communities to support, respect, and include individuals with disabilities and their families. The Partnership works with others to increase choices for individuals, change systems, improve services, and affect public policy. The organization prepares personnel concerned with developmental disabilities, provides technical assistance (TA), conducts research, disseminates information, and engages in advocacy and prevention activities.

To improve educational opportunities and contribute to the success of children and youth with disabilities (ages birth to 22) by increasing the capacity of school personnel, service providers and families to meet the needs of children & youth with disabilities; and, to foster the state improvement goals for personnel development, which address improving the performance of children & youth with disabilities by enhancing the knowledge, skills, abilities and performance of all personnel who work with them in Superintendent’s Regions 1 and 8 of the Commonwealth of Virginia.

Chief purpose of this position in support of above mission or goal

The Virginia Department of Education’s Training and Technical Assistance Center (T/TAC) at Virginia Commonwealth University (VCU) is seeking an experienced and dynamic professional to serve as a Program Specialist for personnel serving children and youth with disabilities. The professional will join a team of Program Specialists who provide training and technical assistance to schools, school divisions and state operated programs in the central and Southside Virginia regions. Technical assistance is focused on school improvement for schools which did not meet Annual Measurable Objectives (AMOs) for students with disabilities This is a twelve month non-tenure track position that is grant funded through June 30, 2018. The position is located at the T/TAC office in Richmond. Salary will be determined by experience in the field and educational degrees obtained. Full benefits will accompany the position. Position Responsibilities

1. Provide long term technical assistance and coaching to low performing schools that do not meet AMOs for students with disabilities, and facilitate school-based or division-wide teams that implement initiatives as specified in their school improvement plans (e.g., differentiated instruction, continuum of placement options);
2. Respond to requests for training and technical assistance from schools, divisions or teachers, in specific areas of academic instruction to meet the Standards of Learning (SOL) for those who teach/serve students with disabilities in the general education classroom;
3. Use a variety of training and technical assistance methods, including face–to—face and web-based, as well as literature searches, library information, email and telephone contacts, and consultations;
4. Respond to requests for instructional strategies for personnel working with students who have varied disabilities (e.g., specific learning disabilities, intellectual disabilities, ADHD);
5. Work with school teams to develop, implement and monitor technical assistance action plans;
6. Assist in organizing and participating with regional workshops and conferences sponsored by the VDOE, the Training and Technical Assistance Centers (T/TACs), and other related organizations;
7. Write articles for and assist in the preparation and dissemination of the T/TAC E-news blast and other publications;
8. Participate on Virginia Department of Education (VDOE) state-directed teams, providing leadership across the state to implement initiatives such as the reading and math networks;
9. Assist in the organization and acquisition of resource materials in the SOL content areas and inclusive practices for the two T/TAC libraries and assistive technology labs;
10. Research effective instructional strategies for meeting the needs of diverse learners;
11. Collaborate with other T/TACs, the Virginia Department of Education, the Partnership for People with Disabilities, local school divisions, and other interagency programs;
12. Serve as a member of the T/TAC Program Specialists team, sharing all team responsibilities including facilitating team meetings, providing leadership for at least one T/TAC program area, collecting evaluation data, and developing products;
13. Pursue personal professional development and training in areas relevant to the T/TAC mission and vision;
14. Demonstrate experience working in and fostering a diverse environment and commitment to do so as a faculty member at VCU;
15. Demonstrate knowledge of and participation in the leadership and facilitation of a systems change initiative.
16. Perform additional duties as determined by the Co-Directors and Program Specialist Team, including contributing to grant writing activities.

Required Qualifications

-Eligible for (or already possess) a Virginia license with endorsement in special education, or a similar license from another state.

-Master’s degree (M.Ed, MT, MA, MS) in Special Education, Curriculum and Instruction or Administration & Supervision.

• A minimum of six years of teaching students with disabilities in grades 2-5, with an emphasis on collaborative instruction;
• Recent experience coaching teachers in the classroom;
• At least a year’s experience of providing professional development to educators related to instruction of students with disabilities;
• Knowledge, skills and experience in designing specially designed instruction and intensive interventions for students with disabilities;
• Experience providing a wide range of accommodations and modifications for instruction;
• Knowledge of a process for systems change used with school divisions, schools or programs;
• Knowledge of effective practices and current issues in elementary education, inclusive practices, including students with disabilities in the general education classroom;
• Effective leadership skills that have been demonstrated in educational positions (e.g., lead teacher, program coordinator, instructional specialist, administrator)
• Ability to facilitate teams in a variety of situations, including meetings or systems change initiatives.
• Knowledge of special education policies and procedures.
• Ability to communicate clearly, both orally and in writing;
• Ability to use a computer, word processing software and the internet;
• Knowledge and use of wikis, blogs, and podcasts;
• Knowledge of and experience in using the principles of adult learning;
• Demonstrated ability to work as part of a team;
• Ability to work flexible hours including early mornings, late afternoons, and occasional evenings and weekends;
• Willingness to travel using own car or rental car within the Central and Southside Virginia areas on a daily basis with occasional overnight travel;
• Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a faculty member at VCU.

Preferred Qualifications

• Experience working on school improvement goals as part of a school or division wide team
• Highly qualified in reading and/or math;
• Certified to provide training in Content Enhancement Routines or Learning Strategies as part of the Strategic Instructional Model (University of Kansas).
• Experience in student scheduling.
